ATLAS OF THE BEST MUNICIPAL PRACTICIES
November 24, 2014 the Atlas of the best municipal practices was presented within the third annual conference “100 steps to favourable investment climate”, held by “Vedomosty” newspaper and the Agency for Strategic Initiatives. The Atlas is the next step in the chain of the Agency’s projects aimed at the improvement of the investment climate in Russia.
With the appearance of the Atlas it can be considered that the work on the improvement of the conditions for doing business has been systematized within all the levels of authorities: from the Federal (National business initiative), through the regional (Regional investment standard) to the municipal (the Atlas of the best municipal practices) levels.
The Atlas is a collection of good practices of local government, aimed at the development and support of small and medium-sized enterprises at the municipal level.Atlas includes the practices of 65 municipalities from 35 regions of Russia. Agency formed the obvious recommendations and using the examples of several practices offered them as a basis for work.
The Atlas is primarily interesting to the heads of municipalities and the heads of local governments. On the basis of successful practices, they can reform the activities of local governments to support entrepreneurs.
Bodies of the state power of a constituent of the Russian Federation can initiate the introduction of the best practices on the territory of their municipalities, motivating the heads of municipalities to it. Community-based organizations, representing the interests of the entities involved into entrepreneurship and investment activity can also put forward an initiative on practices’ introduction.
The practices included in the Atlas can be also introduced in the regions where executive authorities have already developed their own municipal standard. The practices and recommendations presented in the Atlas can be used for the improvement of developed municipal standards or they can be introduced simultaneously.
