PPP draft law heads into the homestretch
PPP draft law has been agreed for the second reading according to “Vedomosti” newspaper.
Three federal officials involved in the preparation and discussion of the document, stated that the State Legal Department of the President agreed the version of the law for the second reading without objections.
According to Serguei Gavrilov, the Chairman of Duma Committee on Property, the second reading will take place on June 30, 2015.
The draft law has been changed for many times for 2 years of discussion. According to Ilya Skripnikov, the Dentons adviser, wham the law on PPP is adoopted, it will be necessary to change some of its provisions. But it is still necessary to adopt the law. There are the projects that can not be implemented on the basis of a concession, but they could have been if the law on PPP was adopted.
